I think you should have magic, but make it extremely rare (very few people are permitted to have characters who use it) and those with it are hunted down as witches.

Witch trials were a thing back then, right? Beneath the gold, the Bitter Steel.

Actually, I just looked it up and it turns out witch trials came a couple centuries earlier (1600s). My bad.

It's still something you could use though. I mean, back then it was only imagined witchcraft. But if magic was a real, proven, physical thing then it's much more likely that they would have carried on with the witch-burning. Provided there were enough examples of mages abusing their powers. Beneath the gold, the Bitter Steel.

Cowboys were very superstitious people to begin with, I think that they would be spinning propaganda to destroy mages even if they weren't abusing their power. Just your friendly neighborhood gay boy! =)

I'm all for settings where mages constantly receive the short end of the stick to the point where you might as well not be one unless you like having tragic characters.

A few weeks back I mentioned a thread about an organization of Slayers. I thought on it some more, and decided to include magic, but players can't use it. All mages would be targets of the Slayers. Not because the mages themselves are bad, but because magic is so powerful and hard to control/contain that you are a physical threat to everyone around you. Beneath the gold, the Bitter Steel.
