How about NPCs? Would you have tried to get any to come with you, i.e. extra minions (crew members) or someone like the Captain or Talia, or would you have let them come along, in the case of Chloe specifically, or someone like Annie?

If you're thinking of making someone with no combat experience again, I'm gonna have to say it probably won't work. There's no reason someone like that would be along on a job with a mercenary company.

To be fair, the UN only outlawed child soldiers in the 2000's. Based on what I can tell, Vespania is a large warmongering country which usually entails poverty. Poverty means a lot of displaced children, which can easily be repurposed for shock troops. They are easily indoctrinated, easy to replace and inherently fit. In terms of fitness, Girls especially tend to approach their adult strength and height around 11-13, with males lagging behind by a few years.
It isn't the sort of act you would want publically sanctioned, but I really don't see any downsides here if you treat and train them as military hardware with the purpose of taking a bullet for an otherwise harder to replace soldier.
