So, how do they learn to control their powers? Probably not. Law is evidence-based, based on what happened, not what could or might happen, unless the same form of arson repeated. Like in real-life, if you do a crime the first time, sometimes you’re let off the hook.

It would take way more energy than that to get a battleship airborne from the water. It’d be far easier and cheaper and faster to use specialty-designed vehicles. Aircraft are not spacecraft, spacecraft is spacecraft, afterall. Like today, it’s usually the wealthy who own private jets. I feel that a flying car would be worth like a third the cost of a jet, seeing as a flying car would require tonnes of fuel, a docking platform, tubes for refuelling, etc. Of course, I may be overestimating costs.

I wanted spacecraft to be limited, so no space battleships. This is meant to be cyberpunk, not scifi.
