Yes, it is fixed, though you still have not chosen Perks, and your abilities are not really formidable and they cause Annie to faint. It would be a good idea to at least choose Perks, otherwise your character will be very weak. However, if that's what you want, OK, but it won't be as exciting as it could be.

I don't know, whatever ones you feel are more appropriate or best for your character. I can't decide because I don't know what you intend with your character. She is different from most of the other Annies, so I can only guess what could be best for what you wish to do. I would suggest reading through the Perks. Some grant bonuses, others potential allies, some are just for fun, so choose what you feel are the most interesting.

Surveillance is done on Dark Energy Metamorphosed by technological means, in the same fashion that the police use technology to keep the streets safe. Drones, androids, surveillance cameras, scanners, satellites, and AIs are all used to keep track of criminals or targeted people, and to broadly scan areas.

Surveillance cameras are also present inside almost all streetlights, taking holographic imagery of everyone who passes, the data is put into a mainframe, and facial imagery can be reconstructed automatically. If someone needs to be found, that person's DNA (if available), fingerprints (if available), scanned face, and records of travel and personal information are automatically scanned by a system, which then scans the mainframe, and so can track or locate where the individual is.

Azi, say I wanted to create a kindhearted character who could be triggered into a beserk state. In your system, would that count as a special ability, a split personality perk, or a perk all of its own?

EDIT: Also, the colourful personality trait kind of seems like a waste of time. I mean, why on earth would anyone pick a trait that allows them to pick one other trait (and miss out on their next trait)?!
