You can get a basic one in a store at any major town or city. It also might be possible to loot one off any hapless opponents you run into, but that's a problem in an of itself because each matrix is very limited in what it can do, and most people customize it to their preferences, meaning one that you find probably won't have what you want in it.

Inferi, how long will it take the bailout gear to unpack, and how unpacked is it?
Also, since I didn't know the slow-time thing was going to last that long, could I say Gareth had spent the time looking for weapons or useful items? What would he have found?

You basically just have to take it out of the bag and strap it to yourself. Think a parachute but simplified.

long, but sure, if you wanted to have him look that would be fine. There's not a lot there that would be useful in this situation, really. A few of the passengers may have had a very basic combat matrix (basic as in one slot, or one type of ability. For reference, the time-slow on the one Chloe just used would count as a single-slot ability, provided it didn't extend to much more of a magnitude than was just used) and you can find Bridgett's spear if you wanted. I'd say he could find his own weapons but I don't believe he has any.
Apart from that, there's not a whole lot else here that would help in this situation, considering that it's mostly passenger luggage and whatnot. They don't carry a lot in the cargo holds on most trips.

Well if it's that simple, Gareth probably would have just put it on immediately. How long would that have taken him? And overall, how many seconds passed between the gear coming out and Chloe being tossed out the door?

The gear is being pulled out only a few seconds before, and by the time he pulled it out and got it ready she'd already be out the door.
Also, I don't know how much it would affect him, but with the winds that they can now tell are whipping around outside I don't know if anyone would think it was actually a great idea to bail anymore. Of course...there's not much of an alternative, but still.
