As Duncan states, they have enchantments to produce air bubbles. The kisses are really just for getting you down there. Thing is, there are both Mermaids and Mermen, and they don't take your preference into consideration when they dispatch guards to escort you.
And you'd normally only go down to the city if you were rescued after being lost at sea, or had to negotiate some sort of trade (usually for fish or alchemy ingredients.) A negotiation you would be on the losing end of due to their charm ability. Beneath the gold, the Bitter Steel.
