He was completely justified in wanting to do so, but it's still not technically allowed.
How do you trial a sith lord - one who is potentially the most influential man in the entire Republic? I think he was justified in his actions; better to apologise than to risk the ensuing events.
I kind of want to make a Spartan for Titanomachy, but I feel like three characters when everyone else only has one will be a bit too much.

Which is why I said he was justified.
But his trial would have literally gone like this:
"He confessed his crimes to Anakin. Here are the Jedi he murdered. Here is his Sith lightsaber. And his face is all old and shriveled from using Force-Lightning against me. We have the death penalty, right?"

Your honor, Anikin appears to be unsure of what he saw, this evidence light saber and use of the "force" is circumstantial at best, and here are numerous testimonies of Palpatine being a swell guy.
Pushing too far into the case would have put the Jedi in direct opposition to the Senate, making them the bad guys. Remember what I said about "public image"?

His use of the force isn't circumstantial. You can literally see what happened to his face. And how else could he have managed to kill three Jedi?
