Another issue is the relationship between the three countries.
Should I say it's an all-out war? That way it would make the most sense for the captains to actually fight each other... but it would discourage any truces or negotiations.
Or should I just say things are incredibly tense, and the occasional skirmish or small battle over a temple is usually overlooked, because neither country wants to start a year-long war?
