Azi, I'm kinda confused about broken world.
When we're talking about a train station, I'm assuming we're talking about a big building which enters onto a train yard with open-aired platform(s) (or perhaps indoor platforms). I assumed that Annie and Anja may have stumbled into the yard - I'm not quite sure yet - and Dirk and the businessmen are presently on the platforms.
Of course, I can only speak from experience about the few old trainyards we have in our country. I'm not entirely sure if American or European designs are different (though, based on what I've seen on TV, they can't be vastly so).
So... I'm kind of confused about where the glass came from.

The last cannibal eats themself (auto-cannibalization). If you can't eat others, eat yourself.
I think your terror metaphor is a bit lacking. A person becomes a terrorist either by having suffered a grievous tragedy (someone close to you harmed, or something taken away from you) and thus they lash out for revenge, the person is manipulated (plenty of cases of an impressionable person being made to do things by another who is very charismatic), the person is simply wanting to cause harm (plenty of people in the world we would consider sociopaths who would kick a puppy for giggles), or it's the only thing they've ever known in their world and thus the only road they can take (thus becoming a rather terrifying self fulfilling cycle).
So the question would have to be who would you terrorize if you were the only person left (or the terrorist was the only person left)?
