Also you don't want to get the Empire addicted. Most of the people in it were conquered and really don't want to be under the empire's control.

I believe opium as a drug dates back to prehistoric times.

Ah, but if the Gnomes were able to get everyone addicted, they'd make tons of money from supplying them. They wouldn't give a damn about people's freedoms, they're a dictatorship.

Besides, we'll need an enemy after if the Sorusian Empire is defeated. Ramsay Bolton is the king we deserve.
