Yes.

Each leader is essentially their own one man army, and can only be killed by another leader. Otherwise, at best you can only mess them up really badly and force them to take some time off to regenerate.

The recruits are much weaker, and can only be killed by other supernaturals or the typical werewolf/vampire weaknesses.

Vampires have access to dark magic - necromancy, the ability to mind control some humans, life drain, blood magic, invisibility, etc. They also have the ability to turn into this bat-human hybrid, sort of like Runescape's vyrewatch. In this form they can fly, have razor sharp claws and teeth, and more durable skin, but in terms of raw physical strength are only a bit more powerful than the average human.

Werewolves have superhuman strength, speed (against them you cannot win in a purely hand to hand fight without magical assistance - you will die), and resistance, as well as greatly enhanced hearing and smell - they can track other people and creatures on scent alone. They also have the ability to transform into a wolf-human hybrid whenever they want, of course, in which all their skills are increased but they still have the ability to think and speak as they normally would.

Champions of Light are kind of like Paladins. They have light magic - healing, barrier spells, bolts of light, etc. They can conjure up and wear glowing suits of armor that can protect against bullet fire and werewolf attacks. Vampires are unable to look at the suits, as it is too bright for them, and it also becomes harder to cast spells. Champions can also summon medieval-style weapons that they are automatically masters in wielding, and burn both vampires and werewolves to the touch.

All races have the ability to detect a member of an opposing race, but Vampires and Champions can only do this if they are in the immediate vicinity of each other, while a werewolf could track from halfway across the city if it had the scent. There is no real bond of loyalty between the recruits and their leader, but a leader can take away a recruit's power whenever they wish.

I haven't really decided on the scale of their powers or how strong any of them are, though.
