Those 400,000 are spread all over the empire, and many have to be garrisoned in cities and forts miles behind the borders just so people don't revolt. To withdraw men from an area is to either give that area up completely or put it at severe risk of being overrun. Additionally, many of those men are also conscripts.
Even if Sorus can't field all their soldiers, we can't either. And we're still relying on everyone banding together and committing fully to the war effort, when there could be plenty of reasons not to go to war with the Empire.

The important thing is that we can field more men than they can. They only have 80,000 men to either use for a dedicated assault or to add additional support to certain areas. Once those men die, in order for the Empire to take any offensive action they will either have to withdraw men from other areas or conscript/recruit more soldiers, who will be given little training and have zero experience.
Also just take a look at any Greek/Persian conflict ever. Numbers aren't everything.

It would be incredibly difficult to get a spy in there. You won't be let in unless you represent a nation, as I have already said. Dwarven guards and servants aren't easily paid off, valuing honor above wealth. No one can sneak in and observe, because there's nowhere in that room to hide and the palace is heavily guarded.
So the only way to get any intel of what's going on in there is if one of the delegations have a secret wish to help Sorus and are willing to act as informants.
I feel like you're trying to join as an individual character (the only alternative would be you wanting to control the empire, which isn't allowed), which I never really planned for or made a format for. Also your traditional format of little girls acting as spies just wouldn't work. Finally (and no offense), but you don't really play the spying part very well.
Individual characters may add an interesting spin to the story, but ultimately you won't get much done. For example, roleplaying a general in another player's army would just slow posting times and that general would still have to follow orders, which makes controlling him a bit redundant unless you plan to go against or question their orders. And in that case you're only complicating things for the other roleplayer.
