I had a long post about this but you've already answered a lot of my questions, but not all of them. For example, will we wake up with the powers or get them upon leaving the shelter? Do we (as either characters or players) know the nature of the cause of the apocalypse? Other than those, here's the summary of my now unnecessary long post.
To me, where you start the thread is really about whether you place importance on "life" in the shelter and our subsequent escape or not.

That is an excellent point, and I greatly appreciate you bringing it up. I do not, and so I'll probably go with my original plan and skip over most of it.
As for the abilities, anyone that has them, since you can be someone that doesn't such as a security guard or a doctor, already know what they have and have basic control over what they can do. So yes, they would wake up with them.
And no, nobody has any idea why anything has happened. The last anyone remembers of the world, it was in a time of war but not one that was supposed to be world-shattering.

too bad though, i would've preferred to start inside and uncover the mystery. escaping from the vault would've made a good prologue and set up the world/given you chances to foreshadow
If everyone else wants to start inside, again, that's fine by me. I'm still in the somewhat planning phases, so I don't have anything really solid for happenings yet. As for conspiring to leave, it's not like there's going to be too many groups of people there in the first place. At least, that wasn't what I was planning.
I dunno, I'll give it some thought. There's advantages to both scenarios.
