You're entirely misreading something, since I don't know where you're getting the idea that this is like a prison. I'm pretty sure I stated specifically that the mutations will not take effect unless the subject is willing. The reason for this might differ for each one, but in general most of the subjects are here because they want to be here. I mean, sure, he can feel sorry for them, but I don't know why you'd feel sorry for a bunch of people that essentially now have superpowers by choice.
As for what they know, it's a confidentiality agreement, so they don't know much of anything until they sign a non-disclosure form and whatnot. However, once they do they know that the idea behind all of this is a project that will cause a lesser loss of life on the battlefield for the average soldier. They also do know that what is happening cannot happen without those involved wanting it to, so as to avoid any misconceptions about what is going on.
And Annie, please don't be impatient. There's no reason you absolutely need to know until its time for everyone to start.
