Roald nodded, acknowledging Athos’ question, and continued. “I’ve made controversial decisions as of late, regarding the city as a whole. No... More than just the city. As you well know, I was the one who passed the law about the Ammon clan, your kin. My advisors are a varied bunch; some warned me against it, others told me that I must pass it. The recent outburst of criminal activity, especially in the form of the rebel group, is all because of my decisions. As King, I must take responsibility for them.”
“Your Majesty, not all of the city is against your new laws,” Biron commented.
“No,* King Roald disagreed. “The rebel group is growing at an astounding rate. It seems that legalizing the coexistence of your clan and the Varrock humans was something they could not tolerate. It must all be because of The Plague that haunts mixed-bloods. Types such as yourself, Athos.”
“Yes, Your Majesty.”
“I think it should be the choice of the individual, which is why I passed the law. With proper medication, The Plague can be controlled.” King Roald looked at Athos’ father directly. “And for years, you Captain Biron – and your family as well – have had to put up with the discrimination of my intolerant people, even as you served me. My new laws are something I stand by until the end. Which is why I’ve summoned you two here today.”
He continued, “See, the rebels have been around for several years now, mostly staying underground and gathering members. As I hope would be expected from you and everyone else, I treated them as simply a small group of people with different opinions, rather than a terroristic society. Until yesterday, I believed we had no reason to fear them. However, with their leader’s sudden attack, I feel it’s time to stand up and fight back.”
