You don't need power gear, that's just a dps increase suggestion.
Yeah, I think the elite rock-shell is good gear to aim for.

Farming prickly pears will speed up gaining defence xp (76 farming though I think), though it's probably better to focus on getting your summoning up so you can train it killing instead. Combative Goals of a 10hp Tank + War's Retreat - Remove 60 combat level prerequisite
