Does the calender include OSRS events or only RS3 as only RS3 has an in-game clock? I ask because I'm interested in hosting OSRS events
Yes! The calendar is for both games. There's only 1 event at the moment scheduled on the calendar for old school (wednesday town square q&a with applejuiceaj) so more old school events would be wonderful for the calendar!

I could definately host more oldschool events now that i'm maxed on RS3. My only question is if oldschool runescape has a broadcasting system for events, because I don't think it has the clock RS3 has. It may be possible to have a kind of broadcast in OSRS (seeing as they have the ability to advertise streams) though I'm not sure how it works exactly. It may be worth sending an email to the OSRS community team about whether they're willing to both set up an initiative to get old school events going and also if they're willing to advertise events via said system.
Yeah I think i'll give that a try, I made a thread few days back about this and I got a lot of support.
