I may be able to shed some useful information for you, buddy.
2014's GameBlast extended 21 February - 24 February 2014.
2015's GameBlast extended 20 February - 22 February 2015.
2016's GameBlast extended 26 February - 28 February 2016.
Looking back at the calendar of those years, it appears the start date of each GameBlast has always been the last Friday of February, although it has ended on the following Sunday/Monday. The Well of Goodwill has always been open during GameBlast so I am also under the assumption it will be opened again, but as with everything, this could not be the case.
I am led to believe the 2017 GameBlast (if hosted this year) will be started February 24th and likely end on the 26th.
The safest estimated date I could provide for an event of cheerful sorts would be on the 25th of February.

I'd come to the same conclusions, looking at the GameBlast site, and the prior dates for the Well of Goodwill. Hopefully it'll be the same, but I don't wish to start inviting people to do something concrete, if it turns out there's a change of plans, this Year, and I end up having to change the dates at the last minute.
One thing I have considered, given that most people (especially those with a greater sponsorship potential), will be busy with the BXP weekend, is hosting the even during the Weekend prior to the actual Well opening, with the proceeds being held over till the Well opens (this may also make it easier to gather any sponsorship, as people will have a longer deadline). Another advantage would be the pre-recording of any video feed, which allows for editing, and avoids too much concurrent participation - meaning we can more easily watch over things, and record them.
Disadvantages to this, are that some may be less willing to take part, or sponsor others, if it isn't on the actual weekend (it may also reduce the likelihood of any JAGEX support). It is also harder to fix people down to any one time, and get the feeling of an event going.
However, it boils down to whichever is likely to prove the more effective fund-raiser, and hopefully that will become evident, once more information is gathered (for which process, we really need to know the date, for certain, first, so we can start asking whether people can be free).

A friend has found a tweet (on the GameBlast '17 feed) that appears to confirm that JAGEX won't be hosting a GameBlast event this Year - does this mean the Well will not be opened for GameBlast?
If it will, would this be on the same dates as GameBlast?
If not, then do you know when the next Well opening will be, and which charity/ies it will be for?
