The greatest appeal of OSRS to me is its fixed state; that there are no major changes to the mechanics of the game and to the equity of the synergy between skills, items, the economy, etc.. The way in which Artisan interrelates these would undoubtedly disturb this equilibrium.
Particularly because Artisan is related to so many skills, I would expect the implementation of this skill to change the dynamic between many skills and items, to the detriment of many players. For example, I can attribute about a 50m coin decrement in my wealth by the updates to Runecrafting from late 2009 to early 2012 because of the change in supply and demand of essence and runes.
Furthermore, I don't believe Artisan adds enough extra content to warrant the addition of a new skill. The intent to implement this new content (some of which is actually quite interesting and appealing) in the form of a skill rather than a minigame or something puzzles me. The only reason I would think to add Artisan as a skill would be as a precursor to other major "contentual" additions like quests, in a similar manner to Slayer. I believe such additions would be harmful to the equity of the game, for reasons above.
To players new to OSRS, the Artisan skill would seem enticing. However to players that have already invested time and effort into OSRS or to -2007 veterans, which I believe to be the majority of active OSRS players, this is probably an unfavorable change.
