OK, here's my opinion: bounty hunter is a brilliant idea but if there is literally nothing but an arrow telling you where somebody is, then isn't that just a bit pointless? Now, I have been playing RS on and off for the past 7 years or so, and I started pking (not to the extent that i would call myself a pker - but enough to experience it) back in 2007 before the wilderness was removed - so i have experienced all the "eras" per say.
So i'm going to make my argument as un biased as possible. First off I would like to say "bonus" loot would in theory be a nice idea, but remember, back when we had the "ep" etc, items dropped were deleted from the game. So it balanced out the wealth gained from the statues, however remember the complaints like "killed somebody for bank - got salmon" (later on this inflation increasing the gp value of most items - weather this was good or bad I'm not really sure)
Next I want to point out that "devaluing" skills isn't a good argument to say there should be no rewards - if you train a skill for money you will know that most dont offer more than 300-500k hourly at the max level - take hunter for example (i am currently 98) i have been hunting black chinchompas and make on average 450-600k per hour, however there are methods of gaining upwards of 700k per hour that require NO skills (providing you do the research to find such methods and im not talking about merchanting!)
My suggestion would be to create a system (i don't know how easy this would be to do its just the idea) similar to the bounty hunter "skulls" in 2008, they displayed the carried wealth of the player, if there was an indication of risk or even a system to asign targets that risk similar the same as you, that might be allot more sought after. Well thats my big idea, still technically not game changing since its basically an informational system - what im assuming the system would be without the extra incentive, however it would serve a purpose!
