Just add an EP system, and the higher your risk the faster your EP goes up
When you kill your target, EP is used (Ep is not used on players who are not your target)
The target that you killed (assuming you had EP) could drop new items, tokens, etc. which can be later voted on
This kills two birds with one stone:
1)More people risking in the wildy (To get fast EP)
2)Actual intensive to kill the target other than some bogus cosmetic garbage
And the best thing is the additional drops (weather it be PvP only gear, tokens, new items, cash... or whatever) can be voted on so everyone is happy.
Most pures risk more in food than they do in actual gear, and even a lot of mains risk garbage like full rune which is not even worth the time. There has to be added incentive. If you are able to come out with a whole list of items to release for elite clues and new wildy boss monsters I'm sure you could add some new items to the Bounty Hunter "drop table"
