if a poll passes for random loot to be generated that doesnt exit from targeted kills that could be the start of the downfall of osr*
Explain your reasoning.
He has no logical reason, but i'll explain why randomized loot is good.
It removes item such as rune platebodies and black * hide which can easily be obtained and raises the price of rare items such as D fulls, dfs, and barrows pieces.
FIRST you have to grasp the basics of economics. SUPPLY/DEMAND.
What makes an item rise is higher demand than the supply.
What makes an item fall is higher supply than the demand.
BY releasing rare loots into a randomized drop table for PVP, the supply would be increasing tremendously, with the demand not rising, but falling. As the items are coming into the game at an accelerated rate. Which will yes, of course, cause for the decline of osrs...
Not if done correctly. Item sinks are great for economy, they don't have to for example add high end items to the loot drop table. They can add entirely new items or high end item modifications that will make them "unstable" causing them to degrade to dust after x-period of time.
Raw materials is also very welcome.

Removes excess items.
Raises value of removed items, gives incentives for people to train slayer as example because it'll be highly profitable once again without having to keep adding new monsters and items.
Creates a system that makes it more exciting pking, because you'll never know exactly what you'll get! Trust me, it gets boring knowing exactly what items you're going to pk if certain conditions are met..
