My feedback on rares.
As a rare holder myself, ive been through the works... christmas crackers, santas, masks, eggs, etc.. my opinion of a rare means what has already happened in runescape.. A huge implement of rares in the beginning, and becoming rarer over time.
If i am proven wrong of this, than that deletes any "clue drop / npc drop " way of implementing rares out of the question because EVERY single time from now on to 4 years down the track, the same noobs who voted for that will be the first to complain they still haven't gotten there rare drop or rare clue scroll reward.
My best though out option would be to give every single account who had membership AT max February 2013 or non-bot accounts like 200 total etc to give 1 of each rare because it gives everyone a chance to gain a rare.

Relive what happened 12 years ago
experience the feel i felt back then, i believe the ones still on here, who play RS 2007 the dedicated deserve that feel. The feel of true nostalgia.
