In order for this city to be worth introducing, it needs to be different and unique.
Re-imagine the concept: The city is a war-torn hellhole, ripped apart by centuries of civil war. Rival factions of elves have battled each other to a bitter stalemate, and with humans showing up now it's just anarchy.
There are great opportunities to skill, but significant risks involved. Training a skill will indirectly benefit other players training other skills nearby, so doing things socially will be good. Risks will scale with total xp being gained in an area.
First, the risks:
3 kinds of enemy elves, whose frequency and abilities scale with amount of xp being gained in the area.
- Soldiers (aggressive to players, gangs of them wander around)
- Saboteurs (blow up skilling infrastructure used by players if not killed fast enough, requiring it to be repaired)
- Thieves (gang up on a player, if player falls below 1/4 HP they are robbed of their items, which they can then purchase back... for a price). Doing so will embolden enemy elves for a short while, so it's in everybody's best interest to help keep the targeted player safe.
Use construction, crafting, and smithing skills to repair infrastructure, and be rewarded with faster, more efficient, and less click-intensive places to skill - until some elf saboteur blows it up, or the whole place comes under attack by a gang of elves.
Train combat by killing groups of attacking elves, keeping the skillers safer - players can collect a bounty for each kill based on the amount of XP rates being earned by skillers in the area. Of course more XP means more (and higher level) elf combatants)
Use hunter to set devious traps to buy you time to escape, or hold enemy elves still for easy pickpocketing.
Use mining to clear rubble from paths or cut holes in walls, creating agility shortcuts or escapes from rooms that only have 1 door.
Much of the civilian population has fled... use thieving to disarm and plunder trap-rigged homes.
