Dont take it the wrong way, but jagex has NEVER managed to make a proper pvp score system that wasn't open to abuse, and the way i see it, in this game, its not really possible either
Fair enough. Would you mind picking through the one that was proposed in the blog, please? We hoped it'd get past most of the problems that arose before.
The one in the blog doesn't give a lot of technical details, if im reading it correctly this is what describes it in the blog:

When awarding extra rewards to "successful" PKers, it is necessary to avoid players killing each other repeatedly to farm the rewards. We could do this by awarding points to a PKer for each kill they get; the number of points would be calculated off their victim's combat level, but would be reduced if the victim has already been PKed recently. So if players try to kill each other repeatedly, they wouldn't actually get many points for each kill unless they waited a very long time between kills (outside safe areas).
One problem is that awarding points based on combat level is open to killing 1 itemers to farm points, which would probably be favored over killing actual pkers
And another problem is that Pkers actually tent to kill eachother repeatably aswell in rematches, for revenge, fun, and this would discourage rematches
This is why i don't believe in a point system, for multiple reasons, it wont feel natural as you will always keep it in mind when killing people, open to manipulation.
Seeing as the items were never meant to be cost effective, just used for fun as you obtained em or at a high cost, i firmly believe a highly expensive shop would solve most problems, not be open to abuse, be an item sink, not discourage rematches, no killing 1 itemers for better loot.
