I started playing OSRS because it DIDN'T contain these updates...
A lot of people started playing OSRS when it didn't contain these things. Now, if we'd been able to just leave OSRS completely alone, and refuse to add any updates ever, that'd have been extremely convenient and cheap for Jagex. However, having got a community here, that community started asking for things. There've been a lot of voices arguing that OSRS must get more activities for high-level players to enjoy, or get stale. They may be a vocal minority or they may be a representative opinion; we can't just guess, so we run polls.
We've therefore set the rules so that updates like this get polled, and are only added if 75% of the community agree on them. It's therefore very strongly biased in favour of the game staying unchanged. But if 75%+ of players say they want a change, that's a massive level of demand for the change to be made.
It's entirely possible that lots of people will feel like you do, and will vote no. If we see there isn't demand for PvP worlds after all, in any form, that's fair enough.

What would be classified as a "safe area"? It says the 15% experience boost would apply to those not in a safe area. Are the "hotspots" the same as they were in 2011?

Banks and respawn points would be designated as safe areas. The same would apply to various quest-specific areas, player-owned houses, random event areas and most minigames.
We didn't say anything about declaring areas to be hotzones.
