I recall one use for PvP worlds was to organise big epic clan battles in interesting parts of the world. Not for profit, or even for gameplay, but just for fun.
As soon as PvP worlds were released, an impending multi-site steel war got re-organised onto a PvP worlds instead of being in the Clan Wars dangerous free-for-all as they'd previously planned. If people turn out to want PvP worlds with no extra items or incentives, I suspect they'll still find the occasional use.
Well obviously... The wilderness was safe, they had been confined to clan wars since dec 11th 2007.
But yes, multi sites like falador were interesting, but most places varrock/edge/ardy/camelot were single. I personally pked fally all the time. My favorite spot was falador and old bh crater (b/c ppl would bank there) and it was close to single. But the thing is the single-sites became very popular after the pjing timer just like you said the multi-sites were popular. They were obviously popular early on because many people didn't like bh crater and it was new, but the no-pjing update kept people there. I pked falador and bh crater, the main multi spots. The reason I pked in pvp worlds and not the updated bh-wilderness worlds was because I didn't need a bunch of people and it was pretty chillax. I could sit there and idle with my friend or two while we wait for people to teleport in. What I'm saying was that the multi-part of pvp worlds are pretty inactive even though I found it enjoyable (well except the part where we killed 30+ whips, 2 ranger sets, 10+ dark bows, 8 furies, and a good number of barrows armor pieces and never once got any of those items despite our ep.) But I was a poor man back then so I still did it for the broken headdresses.
I know the wars I participated in were in the wilderness to accommodate for the 15 level difference cap
In Conclusion, I feel the most important and relevant part of pvp worlds was/is the pj timer.
