I have already written this on the forums twice, but I think that it is important that at least 1 JMod sees this argument, which they don't seem to have by now. Splitting PKers among 3 Pking worlds (nobody uses the second PvP world, and the only world with wilderness PKing is w2) would make it much more difficult to find fights, as some of the people from the two existing worlds would prefer to PK in BH for whatever reason.
But, since the JMods seem set on making this addition, here's what I liked about the two Bounty Hunter Systems:
Craters: Nothing, craters made it virtually impossible to profit off of pking, which, if it is the thing you most enjoyed in the game, forced you to spend more time doing things you didn't enjoy to make that cash back. The system was very flawed, giving you an incentive to run around the whole crater chasing someone who didn't want to fight you in order to be able to escape with your loot. This system failed on an epic scale with regards to pures attempting to pk, because it is very difficult, if not impossible for a pure, especially one without prayer, to tank for the 120 seconds or whatever it was allowing them to get out with non-target loot.
Worlds: BH worlds were one of the few updates I liked over 07-13. They made it possible for everybody to get good loot off of every drop, and the hourly target was like a special bonus. Surprisingly, I am not all too against the return of the PvP/BH items; there were MANY problems with them, but they were so expensive and temporary, that only extremely rich, or extremely good, people could afford to use them. A few of the problems that existed with those items would be fixed by having a real wilderness world with normal drops. DH fights and risk fights could still occur in the normal worlds (The new drops killed them b/c you got bad loot relative to risk), but it would likely draw people completely away from the "old wildy" and to BH worlds, which is not the best thing.
