why balance changes are not polled as people often vote based on what they like, not what the game needs.
Oh yes that is exactly what they said when they brought out the trade limits back pre eoc. Yes real world trading is a very serious issue and we are implementing a trade cap because it is "what the game needs". While we're at it we realize people can just RWT items through the wilderness so you will no longer get any drops from pvp.
Jagex does not have a good track record of pleasing the community with surprise updates to existing content. That is why they poll almost everything so that the player base gets what it wants.
You are naive to think Jagex actually knows what is best for the game...

We would be in the same spot if they made it tougher. A small amount of people crying because their only money making method was nerfed, slightly.
