I think it's a good idea because people may be able to be pk ready, but not everyone is the best at pking and the players with the better skill will be able to take advantage of this, however in previous deadman modes, people with good pk skill but were behind on training and questing would fall behind.

"There should be a hardcap on skills to encourage more fighting and less grinding."

I totally agree with this! Many have suggested this, please take a moment to consider this Jagex!

Example:

- Level cap of 80 during week 1 is more than enough for exciting PvP combat

- Level cap of 93 during week 1-week 2

- Level cap of 93 - 99 week 2 -> week 4

Thank you for this overhaul.

I love most of these improvements. Perhaps the content lock should be increased to 2 weeks to leave a gap between quest completions and available content.

I like the idea of quest completion but it does not leave too much room for unique character builds. This could be fixed in this way: give the players a number of quest points after 1 week (or on day 1 of the invitational) and it will be up to the individual player on how to spend those points. Some people may spend them on Monkey Madness 2, others on desert treasure... If points are insufficient (a player wants many quest trees done), the content (and reward) will remain available for completion! I think this system will increase the excitement of unique builds while removing the quest grind.

All the ideas are good. I was thinking if you wanted to combat clans dominating the end of the tourny you could make it bounty hunter in singles and if you and your target dont kill each other within 5-15 minutes you both die so it would stop friends or clanmates from not fighting one another.
i love the bounty idea sounds perfect

Ok I think deadman mode should stay the same as is everyone loves it what kills deadman mode each season is clans!!! I think that in deadman mode theyre should be no clan chat and no multi zones because it makes us single players lose our stats and most of us quit after our first death ty for reading :) noob bank CC owner of "noob bank" clan, Join Today!

XP lamps will be a disaster, especially if they are in the tournament. Clans will have a huge advantage again, because they have often 80+ players playing the tourney, however some people aren't able to play the final hour on the saturday night. So, they will just not lock their skills and just get killed by other members. You can easily get 2m in all combat skill with 10x XP during the week and thus give 25% to a clan member. I don't think players in tourney want XP lamps, because tourney is all about training your account to prepare for the last hour.
So please just introduce the XP lamps in seasonal and not in the tourney yet.
All other updates seems good!

Claiming victims experience
I am not keen on this exact mechanic. Perhaps giving the killer a small amount of experience would work well but 25% is ridiculous, 10% would seem more reasonable with 2.5% sounding like a real RuneScape value, just think of the skill bonus sets.

Quest completion
This idea is good in principle however it raises issues. How do you get the rewards from these quests? Do you have to complete them within the first week to get the rewards or can you do the quests after the week despite having a completed status?
I would also like to suggest splitting quest into Easy/Medium/Hard tiers. Each week a different tier of quest gets complete. This would slow down some people and keep them from getting overpowered.

Content locks/removal
Fair enough

No more fog
No! you just need to change the fog mechanic to actually work well.
- Fog needs to start off with low damage to encourage players to move into the final area.
- Fog needs to give players enough time to get to the final area.
- Fog needs to kill off people who didn't get to the final area within a reasonable amount of time.

Final hour final location
This doesn't always have to be F2P. Just make sure you announce the final area with a reasonable amount of time and give teleports to areas near it. For example if Ardounge castle is the final area, teleports could take players to anywhere in Kandarin/near Ardounge.

Final beta
Sounds cool
RIP Forums :(
Finally we have signatures in the surprise forum update. I'm Lewis, I play Old School & I've been playing since 2005.
