Essentially you're using Skillers and PVMers as bait to reward PVPers and to create a higher amount of PVP/PKing, sadly I don't believe what you offered is totally the right way to go about it.
Monster Spawns
Firstly, I think it is a good idea to add new monsters which have higher hp, and lower defense to entice Pure accounts and low level accounts to train and grind, but in turn it'll become inactive purely because the reward in experience for PVMers isn't enough to keep them enticed enough to return if they're being constantly killed and losing valuable resources.
The whole idea of GWD creatures escaping is a great idea, but if this idea then just entices PKers to get involved and practically kill off any person that leaves, they'll be the one gaining the Adamant Bars, rather then the player itself. Of course, they may make an escape, or a sneaky get away, but the risk is still high, to even bother focusing on killing these.
Noting down that Green Dragons will be placed in multi, not only is it a great idea in itself (too kill off green drag bots), but will only cause Dragon Bones to rise, and it'll only discourage players avoiding gaining anything over 70-82. That said, could increase activity of Bots within Blue Dragon areas.
Resources
I have nothing to add towards the Ents situation, I have no need for wood, I have enough.
A great idea to bring new food to the game, and to make it hard to obtain will be decent due to not being overpowered, or over eaten as such.
Bringing more Runite rocks is great, as well as a red chin hunting ground. That said, it just won't be profitable if you're risking gdeath every 100-200 chins, as I would expect it would be used at first, but will die out once people notice they're dying every hour or so.
