The set does not include torches or gloves, they are not part of the pyromancer set.

The set consists of the hood, garb, robe and boots. in return for which you get a supply crate which has 4 rolls on the drop table. Mod Maz

I personally wouldnt mind even like chance for a crate or 1 roll crate, just so i could get rid of those damn duplicates. Corp ffa07 drops:

We are considering it. For now, I have simply made sure you can't get too many torches or gloves, and instead get something else if you have quite a few of them. Mod Maz

The rewards from Wintertodt were excessive, this is a good update. I wonder when official clans will arrive in Oldschool though, been waiting for that one; And also a lootsharing system for PvM because players can easily get scammed at the moment.
