I don't mean to sound rude, but this is a very bad idea. Having items in your inventory that your opponent doesn't know you have is strategy, not scamming. These changes would just take out that strategic aspect of dueling.
And having a third screen would be pointless and detrimental. The amount of the stake will effect the desired rules in some cases. For example, I might be willing to stake with rules I'm hesitant about if the stake is only 1m but want to stake with rules I'm more confident with if the stake is 10m.
Of course, scamming IS a problem at the duel arena. But scamming means abusing glitches and such, it doesn't mean using strategy. If you want to actually get rid of scamming, CHANGE THE THINGS THAT PLAYERS ACTUALLY USE TO SCAM.
For example: If obstacles and movement are on, and your enemy freezes you with ZGS (or maybe ancients too?), you are then unable to attack them over an obstacle or at the corner of an obstacle, even with a ranged weapon or halberd. Yet they can still attack you.
THAT is what has to be changed in the arena, so as to prevent glitch abuse.
The changes listed in the dev blog will only serve to take out all the strategy involved in staking.
