Nice dev blog. About how long would it take to get the blast furnace update ingame should it pass the poll? And would it be the same speed as which the dedicated friends chats do it at?

It probably wouldn't take too long to implement it. One or two weeks most likely. Unsure what the plan is for speed, would need to check with the others.
We could potentially poll another total level world for members but there hasn't been loads of demand for it.

Apparently they hit a couple of issues so had to delay them slightly. The plan is still this month though from what I can gather. It's not actually us who handle stuff like this.

You added an update to be able to track Blast Furnace griefers, do these new dwarf npc's mean that the data will go unused to punish them?
I'm also concerned for all the botting that goes on in BF already, who track and follow clans. Putting them all into one world will be interesting, and it'll likely make it very laggy in there.
I'm not too happy with the Tome of Fire either, I think a good idea would be for it to remain as a source of unlimited fire runes, but the consumables meant to upkeep its use would be for the benefit of the extra damage only. Unless the pages are dispensed prolifically in which case my idea might not be so necessary.

Question, will the XP from Wintertodt be comparable to current methods? In other words, will it be worth it as far as XP per hour goes, or is this going to be loot/money focused?

The fact that people believe every single new update needs something that is best in slot or increases the current max hit or is the new best xp/h or gp/h in order for people to use it is sad. This kind of "motivation" just to get people to use new content is counter-productive and will ruin the game in the long run, I had the unfortunate experience of being there when it happened the first time.
I'm glad there's
some
caution with the updates that are proposed and some thought put into
reducing
the amount of power creep/xp creep, but that's all it is: slowing it down. There never seems to be any discussions to explore alternatives and every update just gets some new 'best' thing slapped into it so that it's not dead content instantly.
Now, assuming all these boosts work off of base magic level, this would give fire wave, a level 75 spell, a max hit of 36 (or 39 when slaying.) Fire bolt would also be insanely cheap (~100gp per cast) hitting 25s on slayer tasks.
Compare this with ice barrage: locked behind a master quest,
5x the cost of fire wave to cast
, and 94 magic requirement.
Also, unless it's very rare or the pages from Wintertodt increase the cost significantly, it would significantly lower the price of the smoke battlestaff with its unlimited fire runes, and would probably be more effective than the trident (in cost/damage/experience.)

tl;dr
Regardless of the effect this specific item has, I hope future updates can explore alternatives to simply adding new 'best xp/best profit/best in slot' types of rewards as motivation to get people to use the content.
