If you actually look at it, it's like 1 extra damage at the most.
The problem is that the mage/range capes are equivalent to the one that melee already has, yet requires far more effort for the same thing. That is not balanced. They should come from Jad 1, with slightly improved versions (better def and/or attk-no extra damage) from Jad 2.
Also: 1 damage adds up.
Serpentine Helm: enough str bonus for +1 damage. It's only +1
Primoridial boots: enough str bonus for +1 damage. it's only +1
Drag Defender: +1 damage over rune defender. It's only +1
Firecape V2: +1 damage over regular firecape. It's only +1,right?
Suddenly, we're at a minimal of +4 damage.
Serpentine Helm is +2 str bonus more
Primortal boots is +1 str bonus more
Dragon defender is +1 str bonus
All together that's 4 str bonus. Making you hit 1 more with all of those combined.
Firecape V2 with +8 str bonus will be alright.
I find it strange how ranged will not really have it's BIS cape, since in alot of situations it would be unpratical (like saradomin for example). And ava's device or ranged skillcape would be more fitting.
Melee and magic have their all use capes. I'd rather have some kind of new accumulator with the ability to retrieve ammo back so that ranged doesn't stay behind.
In terms of PvP putting a cap on 48-48 Dark bow specs could be a solid solution.
