I'm practically retired from the pure scene but in my opinion raising the def cap to 30 was the right call. Only a couple of clans don't accept it and the ones who do have a 50%+ memberlist with addy. The winner was pretty much pre-determined with a 25def cap. Pretty much the clans who struggle get higher defence to compensate. It's a frustrating tactic that has been used since 2007. The cycle started over in OSRS but it has almost caught up.
With that said though, one more rule should be added to the pure cup. There should be a 1 defence armor cap. All clans actually only do 1 defence armor fights in clan wars religiously. The only reason they won't willingly accept is because there is something on the line in these fights (statue, advertisement). So if clan A has 50/100 members with 30 def, and the other clan has 90/100 with 1 defence, Clan A isn't going to accept a 1 def cap willingly.
At the very least, people with 30 defence should be forced to wear 1 def gear.
I see that this topic is riddled with spam from #TLP because they just had a propaganda movement to get all members 30 def, and then posts from #FOE to not allow 30 def because 99.5% of FOE has less than 30 def.
