I love all of this stuff. The only part I see differently however, is the manner in which the Max cape would consume a fire cape or accumulator.
First, the Ranged cape already gives the accumulator effect so why on earth would anyone want to sacrifice all those perks just for a measly +4 range attack bonus. That really doesn't seem to be even somewhat intelligible. Especially when you can just use an accumulator instead...
Second, the Max cape gives the holy wrench effect so sacrificing all those perks for just +2 pray and +1 attack stats with a fire cape? Come on...there should really be no reason whatsoever that the stats and perks shouldn't combine.
It only takes most people a few thousand or so hours to max skills, the least that should be done is for max tier capes' stats to stack with a Max cape skill cape perk...Otherwise level 40s will still be walking around with a better combat cape. Why should combat be excluded from the Max cape??? I sense: SALT be the reason.
