ok ok ok 99 con skill cape perk suggestions.... this is a great one to actually encourage people to get it


at lvl 99 con you can make in in house bank..... this bank can only be accessed by people wearing a 99 con skill cape.

Here is my opinion of what the 99 capes should offer. Obviously the 99 capes should NOT provide a stat boost, altered damage in combat, or an increased xp rate for artisan/gathering skills. Each cape will need to be worn to recieve/use its effect.

Cooking - fine with this

Ranged - fine with this

Firemaking - fine with this

Magic - fine with this

HP cape - fine with this

Defence - fine with this

Strength - fine with this

Slayer cape - can hold your Ring of Slaying/Enchanted Gem. a Slayer Ring must be used on the cape to renew the teleports.

Construction cape - 10% discount when making planks at the Sawmill. (this does NOT affect the Plank Make spell)

Woodcut cape - can chop down trees grown with Farming instantly. (no logs are gained)

Agility cape - can fully restore run energy once per 24 hours.

Herblore cape - 5% chance that a 4-dose potion is made instead of a 3-dose. No additional XP is gained for the extra dose.

Fletching cape - 5% chance that a set of 15 arrow shafts or one bowstring is not used.

Thieving - 5% chance of not being stunned when pickpocketing or blackjacking. you still recieve the same animation fail and damage. (this does NOT protect against snakes in Pyramid Plunder)

Crafting cape - acts as a mould for jewelry and other metal items. the crafting process at a furnace is the same.

Hunter cape - can teleport to either Piscatoris Hunter area, Feldip Hunter area, Desert hunter area, or Snowy Hunter area, five times per day.

Smithing cape - 5% chance to save one coal when smelting Mithril, Adamant, and Rune bars.

Runecrafting cape - lowers the degradation of Essence pouches

Prayer cape - can restore your prayer points, once per 24 hours.

Attack cape - unlimited teleports to the Champion's Guild

Farming cape - can be operated to cure diseased patches when worn.

Fishing cape - 5% chance of conserving bait after a catch.

Would be a pretty nice thing to see Agility cape acting as a stamina potion (limited uses per day of course) or even boosting your running speed for a brief moment and having a cooldown of few hours or something like that. You figure.

Edit: spelling fail.
Edit2: Supporting the idea of a smithing cape perk above. It's useless if it gives only the same xp boost, you already have 99 smithing anyways.

For Herblore what about making the boost from pots not decrease (kinda like overloads) or decrease at half the rate? Makes the cape actually worth getting, speaking from my own point of view, since there are no untradable potions herblore cape just seems like a moneysink right now

Skill capes shouldn't become the best capes for combat (especially pvp). The max cape shouldn't grant all of the capes that increase combat efficiency all at once. This would mean choosing between the range perk, prayer perk, and the hp perk (and possibly agility), while still having the rest of the perks. I think the defense perk is fine to be stacked with the others because it isn't going to be in constant use.

Quest cape - Choose a random event to encounter a noticeably greater percentage of the time.

Prayer cape - Very slowly restore prayer points (like the barbarian assault gear used to do), or give a daily prayer point restore.

Range cape - Pures should get some bonus from the cape, but you should still need to add ava's accumulator to it as well. The range cape should bring back a portion of the arrows on its own and have an increased efficiency when ava's accumulator is added, or it should have always have the full effect, and adding ava's accumulator increases the range of the effect to that of ava's accumulator.

Firemaking cape - Can be searched for a tinderbox as well as being a light source.

Runecrafting cape - The runecrafting cape should have a significant decrease on the rate of pouches degrading, or players will opt for the graceful or agility capes in place of it.

Smithing - The current effect only works for gold. The smithing cape could reduce the amount of coal needed for smelting, but not eliminate the use of coal.

Fishing - Can be searched for any fishing tool as well as the permanent 100 fishing.

Woodcutting - Any axe can be wielded regardless of the attack level and if the normally required attack level is not met, the item provides no combat bonuses. This is in addition to the increased birds nests.

Herblore - You can search for vials of water as well as a pestle and mortar. A daily limit may or may not be added.

Agility - I think the agility cape is fine how it is. Its effect is universally beneficial already.
