Skill capes shouldn't become the best capes for combat (especially pvp). The max cape shouldn't grant all of the capes that increase combat efficiency all at once. This would mean choosing between the range perk, prayer perk, and the hp perk (and possibly agility), while still having the rest of the perks. I think the defense perk is fine to be stacked with the others because it isn't going to be in constant use.
Quest cape - Choose a random event to encounter a noticeably greater percentage of the time.
Prayer cape - Very slowly restore prayer points (like the barbarian assault gear used to do), or give a daily prayer point restore.
Range cape - Pures should get some bonus from the cape, but you should still need to add ava's accumulator to it as well. The range cape should bring back a portion of the arrows on its own and have an increased efficiency when ava's accumulator is added, or it should have always have the full effect, and adding ava's accumulator increases the range of the effect to that of ava's accumulator.
Firemaking cape - Can be searched for a tinderbox as well as being a light source.
Runecrafting cape - The runecrafting cape should have a significant decrease on the rate of pouches degrading, or players will opt for the graceful or agility capes in place of it.
Smithing - The current effect only works for gold. The smithing cape could reduce the amount of coal needed for smelting, but not eliminate the use of coal.
Fishing - Can be searched for any fishing tool as well as the permanent 100 fishing.
Woodcutting - Any axe can be wielded regardless of the attack level and if the normally required attack level is not met, the item provides no combat bonuses. This is in addition to the increased birds nests.
Herblore - You can search for vials of water as well as a pestle and mortar. A daily limit may or may not be added.
Agility - I think the agility cape is fine how it is. Its effect is universally beneficial already.
