Okay I thought I mis-read the boots, had to read it three times to believe what I was seeing.
Let's put this into an Iron Man's context or even in some cases a not too wealthy player.
Dragon Boots - 100k (1/128)
Infinity Boots - 1,100k (Requires runes and respective levels, time consuming sometimes but easy)
Rangers Boots - 15,500k (Drop rate..I'll delve into that now)
If we say a Medium Clue has a 1/64 chance to drop (probably no where near the actual drop rates) and you have a 1/8 to get an item, when there's 115 items that means you're chances are reduced by 11,500% so rather than 1/8 it's 1/920 to get a specific item.
1/64 (1.5625%) to get the clue and a 1/920 (0.092%) to get the item you want
That also means for an average of 588.8 enemies you'd get 1 Clue specific item, given there's about 115 of them, you'd need to do this on average of 115 times. (67,712 kills)
The odds of getting more than one item, or even duplicates would make calculating it even more difficult, so let's put it this way unless you're an Iron Man who has a reasonable knack for defying averages, you're going to be pulling your hair out trying to get BiS Ranged boots.
I'd rather take my chances trying to get B2B2B whips.
*I believe Ice Warriors in the Wilderness have a 1/64 with a RoW (i) so the odds would be even worse than this, two maybe even three times harder to attain on some enemies.*
