i dont care about the requirement, the fact that its the highest lvl monster in the game is a good enough requirement for me.
i dont really want spirit shields at all, we already have some solid choices for best in slot for shields, the new wards are great for mage/range and then we have rune defender/dfs for melee. what id really like to see is a new crush weapon, melee boots and helmet and some new mage armour to match bandos/armadyl god wars sets. another solid option would be a "dragon defender", not an exact defender but a shield with similar stats to a dragon defender.
however, if spirit sheilds are a must, then id like to see the divine scrapped, the ele stats changed to resemble a dragon defender, and the spectral/arcane to be high lvl versions of the malediction/odium wards.
edit: as for location, id like it to not be in the wildy, or have a teleport directly to the cave (tp into a safe zone) as theres already enough pkers camping popular routes to KBD and other wildy bosses. i couldnt imagine how many pkers would be waiting to kill boss hunters on corps release if they had to run through the wildy to get to corp. no one would be able to make it into the cave on the first week let alone kill corp lol
