A couple things;
First, even if you get a choice of 3 prizes it's still random what those prizes are and what rarity it is. I think a better option would be to let us just spend keys on prizes. Example, buy a large prismatic star for 3 keys. Buy a Lucky Armadyl Helmet for 100 keys.
Is it OP? Yeah probably. Which brings me to my second point...

And secondly, if anyone really cared about "fully removing blind choice" then Treasure Hunter as a whole would get removed and not replaced.
We pay money for a subscription fee. We pay money for bonds. We pay money for Runecoins. We pay money for special member packages.
There are enough avenues for revenue and microtransactions without Treasure Hunter being in the game. Runescape has ALWAYS been a profitable business. Unfortunately, it's hard to take advantage of your consumers when you're honest isn't it?

First, randomness is fun. Duty of Care absolutely doesn't mean there can't be random factors in the game. I doubt if many players want the same drop from bosses and clue scrolls all the time. You can also save up oddments and buy the prismatic star and some selected gear too.

Secondly. I don't think everybody cared about "fully removing blind choice". Various game industry reports and player surveys suggested plenty of players like some fun and random mechanics too. There was no reason to remove TH when they have more blind choices. There is even far less reason (or negative reasons) to remove TH when they have far far less blind choices.

Jagex has always been "taking advantage of players" as a profitable business since they introdue Bonds way back in 2012 just like almost all the online games, especially MMOs. TH is not any different than Bonds, SGS and such.

Yeah, it's fun when it's in-game mechanics and not tied to real-world money.
That's when we call it gambling.

You can always play for key drops or buy TH keys with in game gp if you prefer. Nobody forces you to pay real money to buy TH keys if you don't want to. I never bought TH keys with real money but got plenty of them with bonds/gp which I earned in game. That's still a lot of fun.

You can call anythng "gambling" if you want to but it won't matter in real life when the REAL WORLD says it is not. Re-rolling a clue scroll and wagering your BA points are gambling too. If you don't like it, don't do it then.

Honestly its a good step in the... neutral direction, perhaps to avoid future legal or political trouble.

There's supposedly a military term they would call this type of thing and the first word is chicken and the 2nd word starts with an S.

I'm wondering when they'll finally grow some balls and actually take some meaningful actions.

Also is Mod Warden's roadmap just a blank piece of paper he just talks in circles around instead of releasing it? Ridiculous lol

We can buy our membership and bonds with real money too. We get clue scroll and BA points with our membership benefits and buy gear/item progression with the gp obtained from selling bonds. All kinds of in game activities like clue scrolls and BA are tied with real money too. How is that not "gambling" though? Hint hint... the governments have a different meanings of gambling and that's why almost nobody said buying baseball cards is gambling although it is certainly tied to real money.
