Jagex stating they are discontinuing the discounts on TH keys in the Oddments Store clearly shows TH keys were previously offered at a discount. The discounts in the store could be anywhere from 10% to 75%. Except when these sales first started, when cinder cores were on sale, the discounts would appear on three items only: Medium prismatic lamps, Medium prismatic stars, and TH keys. While I don't have a running list of which items were on sale on which days, and how much they were discounted every day - apparently, neither do you.
Based just on what I have seen, I think it's most likely the case TH keys were not discounted as often as the lamps and stars, though I do not know that for a fact, as I could have simply missed some of those sales.
What I do know for a fact is TH keys were offered at 50% or more off well before the Loot Duels exploit of late August. This very thread proves it. The OP talks about spending oddments to buy TH keys at 50% off, or 225 oddments each. This thread was created on 23 June - two whole months before the Loot Duels exploit. QED
TH keys at 50% off was not a one-time-only occurrence that went horribly wrong when players took advantage of the sale. These sales happened before, and players took advantage of them before. However, as Loot Duels is a pretty overpowered promo compared to others, those who chose to exploit this perfect storm got so greedy, Jagex had no choice but to take action. Score one for game integrity, I guess. Better late than never, right?
