I saw the same message Kat quoted when I brought 50 protean essence to the body altar on a free world. I thought, "Well that's not right."
Jagex may have meant to say "You would be able to use a higher tier altar which would give more XP for your protean essence, if you were a member." - but that is not what free players are told when attempting to use protean essence at the body altar. The game message does, in fact, state "You are able to use a higher tier altar which will give more XP for your protean essence." Membership requirement is not mentioned at all. This implies there is a higher level RC altar usable by F2P. Clearly, this is misleading.
As this is obviously a bug, I filed a bug report.

Maybe this will make next week's patch notes, if there will be patch notes next week. I've been putting out fire with gasoline!
