I'll be making changes to mess around with the text. Already "prettied" it up that has already taken me quite a few hours. There are some awkward spaces that appear based on the unusual formatting of how laws are created. I'll re-read it, probably later tonight or tomorrow to find this odd space that sometimes separate a word in the middle like
PROHAB7 ITION for example.
The actual proposed law...

Really simple for Jagex actually. Just make their games 18+ only in the USA.
Only 2% of Jagex's players are under 18. No problem for Jagex at all.
If there was anything this Zero-Chance-To-Make-A-Difference-To-MTX bill according to pretty much everybody who knows US Laws would do to game developers, the changes would be:
(1) Most games would be designed for and targeted at adults.
(2) Whatever games thinking about changing loot boxes to other forms of MTX would now forget it all together since other MTX would be banned too. No reason even to think about it.
BTW, someday when OSRS got more MTX (other than bond and Purple Skin), don't blame this Bill because
"Collaborate with the team and community to drive the commercial vision and long-term monetization strategy for the game"
is a responsibility of the Product Director (Old School Runescape) they are hiring.
How do you know it is only 2% of the player base is under 18? I know most players are in college/university, though I think there are a lot of people between 14 and 18 that play. Some even younger then 14.
Also, thanks to the link to the job opening article. It was posted within the past 24 hours. I'm actually surprised OSRS went this long without MTX. They kinda need it to help drive up the price of bonds in their GE which will compete against all the gold farmers there as lots of them would rather buy a bond off the GE instead of shelling out real world money. I've got a bunch of stuff from SGS that was from GP I made off of PoP and monster kills.

It was from Jagex's evidence to the UK Parliament about a month ago.
I think the reason for the low number of kid players is because they have grown up from the average of 14 year old to 22 in those 8 years they stuck with Runescape.
And actually Jagex has hired a marketing and branding manager for the product owner team of OSRS many months ago with the same monetization requirement. This time the job is directly for the OSRS team apparently.
Want to see Jagex's reaction to the pay-to-win moaners?
Here is an example:
"There will be currency with which you can buy unique cosmetics and an XP boost each day, with additional XP boosting items available for 45 RuneCoins – these will offer 2x XP for 30 minutes while helping out with the build."
What pay-to-win? Do you mean Runecoins can only be used to buy cosmetics is not good. OK, let's try this... make that Runecoins can also be used to buy xp boost items - good for 2x XP for 30 minutes each.
OK. OK. Silly rabbit! Now that the kids are happier.
