It's not about the price of keys, since Jagex could just nerf how much a single key rewards you to balance out the reduced price of keys anyway; it's about how MTX affects the game design and development process of the game. I mean you said it yourself: we get very minimal content nowadays, and that's precisely due to Jagex being so obsessed with MTX.
Back when Jagex only sold membership, in order for them to stay profitable, they had to put effort and money into making new content frequently, whereas compared to the MTX monetization, Jagex can just copy-paste a lot of stuff to sell them again and again to the same player, which requires a lot less effort and money. And when a company only cares about short term profits rather than making a good product that brings long term profits, it's going to take the easier way out and be discouraged from putting in real effort.

Minimal content? All bland new ways to play farming, mining, smithing and dungeoneering. Four new quests in 4 months including a surprise one not even mentioned before at all.
Did Jagex fail to deliver what they have revealed since Runefest 2018? Did Jagex cancel any revealed iconic annual or seasonal event? Simple, NOPE!
Obviously TH doesn't affect game content, and even if it does, it only improves it a lot.
From the "cost" side, look at the improve rewards. Not only are highly rewarding promotions like Loot Duels, Double Dragon Chests and Rainbow with up to 10x getting run more often, they are adding a chance for bonus rewards to lamps/stars. There is also a new one coming out this month too, also providing extra bonus.
They don't have to reduce the cost, better rewards does the same trick, which they are doing

Runefest 2018 only revealed the Winter Quarter of 2018. They clearly stated that, revealed the content and fully delivered everything. They did not even cancel their Birthday Party event. They threw a big 18th party with balloons, cakes and candles for the celebration for a good reason.
They then revelaed the Spring 2019 quarter in Feb and more than delivering everything as revealed. They even threw in a surprise quest - Curse of the Black Stone and a Combat Week.

I don’t see how this contradicts my point. Revealing three months worth of updates, delaying half of them and then releasing 1-2 more that were not revealed is still lack of content. I can think of 6 updates in 2018. Solak, ed 1,2,3, clue scrolls, player owned farm from 2018. Really only do ed2 at this point. But even if you are not me, and engage in other content, I don’t see the rest as being so massive that the rest of the year should be filled with mtx promos, double exp weekends and patch weeks.

We are in March 2019. Players pay for recent and upcoming content, which Jagex has the track record of delivering more than they announced, let alone cancelling a major yearly celebration.
