No they dont and even if they did it wouldnt change anything. You are not guaranteed bonus xp from every single key but you are guaranteed to have some cereal even if your reward inside wasnt the one you wanted.

Exactly like Cereals and Kinder boxes, virtual items in video games which is an entertainment, is regulated under Commerce or e-Commerce in countries with such Consumer regulations . For instance, in Ireland:
“However, it should be understood," continued Stanton, "that if a game offers in-game purchases – be they loot boxes, skins, etc. – which are promoted to gamers as increasing their chances of success, such purchases are essentially a commercial or e-commerce activity. This activity would fall within normal consumer law.”

If you give a fake age, the problem is with you, not the company since LAWS don't require any e-Commerce business to ask their customers to proof their age before they provide them the services.
