I'm totally lost here. I haven't done the quest myself (I can't - I'm not a member.) Could someone please explain to me what happened in this quest? Is Sliske being mind controlled or something? Was there a time when he was not a lunatic? If so, SOMEBODY SAVE HIM!

1) Sure. Sliske appears to be working with an unknown being for unknown purposes. We discover this while we're snooping behind the scenes of one of Sliske's bases. He appears to be looking at the Stone of Jas and speaking to this unknown being, and says that the being told him where the Stone is. They continue to plot together, and Sliske says he is loyal to the being.
2) Pretty sure he isn't. The only real candidate for someone controlling him (Xau-Tak) has been confirmed by Mod Wilson (Xau-Tak is basically his brainchild AFAIK) NOT to be the one talking to Sliske.
3) Depends what you mean by Lunatic. If you're speaking about how he is in the cutscene, then that's the real Sliske. If you're talking about the Theatrical and Dramatic Sliske in the 6th Age, that's just a sham that Sliske is hiding behind to accomplish his real motives (though he appears to have always been a little artsy). If you're speaking about Sliske before both those times, then he was born like that.

I just listened that podcast while writing this post. So planning Sliske's master began since the World Wakes and has ended already because we know it's an existing character who we have met/seen or about whom we have heard about. Any new character after KS aren't candidates (that includes Sueros, unfortunately
) for that reason.
Considering Kindred Spirits and what it revealed to us, Sliske has indeed two plans: the first one is the one which is going to help Sliske's master (gathering the gods) and the second one is the one meant for Sliske himself (taking our souls?). We know Sliske tends to lack loyalty to whom he serves, and therefore I suspect his master isn't quite smart or hasn't heard about Sliske's scheming nature. Gregorovic, Linza, the Barrows Brothers, etc. have bargained with him, and the results aren't quite nice. All of them have been desperate to get help, and Sliske is the only one who was able to help them.
I think that Sliske's master is a mortal and/or a human. I doubt it'll be the sixth elder god or anyone else divine. I know divine beings can be stupid enough to trust Sliske, but it's unlikely because of Sliske's public behaviour and past. I'll wait for the Godless podcast if it has something about Sliske's master (unlikely but possible).

So I've basically come up with 3 key criteria to look at with determining who could be Sliske's master:
1.) Knowledge of how the Staff/Siphon works, and of the Stone of Jas/Catalyst. (Referring to it as 'the Staff' could be key here, as it's the mortal word for the Siphon.)
2.) Having the power or influence to make Sliske at least somewhat subservient to them. (Sliske would've surely turned on them by now if they weren't, and he doesn't usually allow people to talk down to him like the Voice does.)
3.) Having a necessity/desire to gather all the gods together in one place. (Note that Sliske says all the gods will come, the Voice only says "This will bring them?" He could be referring to only one or a few of the gods, not all of them.)
Honestly though, my guess only somewhat fits one of the Criteria. The Raptor.
He would want at least one of the gods, as there was talk of him challenging a god to battle in a quest. He's so mysterious and powerful, that we really don't know the extent of his knowledge or power.
