Probably not. All things considered, we have but one lady Mahjarrat left, meaning that we would only be able to sap 1 Mahjarrat's worth of power from her per time the Ritual is performed. Furthermore, given that Palkeera supposedly died soon (within 500 years) after Khazard was born and her diary indicates either Zaros or Zamorak to be the 'father,' I'm going to go out on a limb and say that Mahjarrat gestation is probably far from instantaneous.
That, and you'd need to convince Enakhra to do the Ritual with somebody other than Zamorak, or, if he even can participate in the Ritual anymore, convince Zamorak to do it with her, and neither one seems all that likely to succeed.
You may also run into the issue of trying to get them getting it on, while an angry Elder God looking to claim her lost toys bears down on them. I don't know about Mahjarrat, but stress in humans (particularly for men) can often inhibit reproduction.
Considering the age rating of Runescape, I don't think they would go too much in on that

I'd thought the reproductive side of the event is not a necessarily a step in the ritual.
But rather an efficient act of using the residue energy to form another of their kind.
Reproducing during an earthquake sounds more like a tradition that simply caught on over the generations of ancestor Mahjarrat obeying the teachings of the false-Mah (Seren).
And about the Mahjarrat population dilemma.
Should we even assume they procreate like humans? It could be like Piccolo for all we know.
Is Moia not on the list with Enakkra? She is still a female Mahjarrat, somewhat.
And can't Mahjarrat shape-shift to counter this anyway? (Angof for example)

lucien calls her a failure and in making her he was trying to save the mahjarrat race... so it's very unlikely she can reproduce at all
also very unlikely angof can reproduce... shapeshifting will only change the form people see (otherwise jhallan was totally a muspah)

Hang on. TLW already requires TWW, so there's no need to have that as a recommended req, and I assume we'll need Koschei's troubles for Kharshai which puts Rotm out of the way.

It's probably just standard ominous teasing that won't actually endanger Zaros, or whatever we do in the Endgame will help or hinder his chances of standing against an Elder God, and
that
will probably depend on what happens in Children of Mah.
