Iconic? Wait I have it. . . .

Yelps! Everyone of the era knew Yelps better than any other character in RS. ^_^

Makes me both happy and sad, though my Yelps is alive and kicking :)
Though they do not sum up RS, they were the most well known during their time.

Another 2 would be Black and White Knights and lets not forget those formidable goblins from back when we were level 3 Lumbridge noobs back in the day!

So Iconic from those days would be Evil Bob, those pesky random events and the Psychotic Sandwich Lady!

Offers you a roll and then beats you to death with a Baggett and dumps your corpse in a random location! O_o :D ^_^

Vanescula Drakan is another I would throw into the mix long with the werewolves for Morytaina.

For Misthalin it's The Duke of Lumbrige, though throwing in Elvarg wouldn't go a miss.

His royal Highness Drunken Dwarf the Third is a must! :P

For Asgarnia, that's hard to say as there is stacks and stacks to chose from there, Void Knights are related to that area, is Burthope's Prince and his current and potential conflict with the White Knights( though that is hardcore Lorehound stuff just to know about some of it :P ) And let's not forget Lord Daquarius of the Kinshra (though if he turns up then Sir Owen might just make the grade as his opposite number). And the swarms of blue dragons of Taverly that people love to kill in their thousands.

In the iconic stakes Ardougne is pretty much a blank, plenty of wannabe icons but not enough to grab your attention.

Ape Atoll and its Ninja monkeys! :D

Kara-where? nothing stands out really.

Elf City. . Elves elves and more elves. But wow those kids. . . rolled down into a mountain worth of ugly trees! Like a cross between an owl and a goat. O_o Good thing elves come supplied with so many paper bags. I go for Elund or Airnwyn.

For me The Wizards tower will always be linked firmly to Ariane and would be the only signature hero I would pick of the lot as iconic. A sorceress adventurer in her own right.

Fremennik, Hati and Skoll.

I might add stuff from other areas as I think of it.

Second Zanik.

If we can't have gods, can we have the god wars dungeon bosses? All have long histories, have played roles in several important quests and have the boss monster hype around them.

I think JAGEX have tried to hype the signature heroes more than them actually being legends. It seems like they know the vampires and elves are popular so made one for them, regardless of legend status.

So,
the most iconic characters of RuneScape,
which have enough of a story to be qualified as a proper Legend,
recognizable from outside the game by most players who played RS for at least a year or two and who could fit as a playable character in a card game (that means all Legends should be roughly equal in combat)...

...and for balancing's sake, I'll pick 3 mages, 3 rangers, 3 warriors and 3 "others"

-Wise Old Man
-Nomad
-Lucien (without rejuvenation, without stone of jas, maybe with or without staff of Armadyl)

-Zanik with God-slaying crossbow
-Any slayer master, but let's say Mor*ran because he's already selected anyway
-Some dwarven cannoneer (just to slap the multicannon somewhere, as a playable character. I dare anybody to question the dwarf multicannon's Legendary status.)

-Sir Tiffy Casheen
-Vanstrom Klause
-Thok (endless balancing issues with this guy but, whatever)

-Sandwich Lady, Jail Guard, River Troll, Tree Spirit, Drunken Dwarf and the others, in a team
-Gnome Child
-A swarm of default-look bots
