Saradomin won because he was still more popular. Zamorak has only ever been popular in the Lore Community. And if you go by just the Lore Community, this has always been the case. But our community is small and doesn't represent the average player.
Impossible to verify; cases like this make me wish choosing a god emissary was mandatory.

And even if you made them choose an emissary, would things really be different? They'd end up choosing their God the same way they did in these events.
Runescape doesn't need a hero...it needs a villain. An all encompassing force of evil that will remain ever-threatening and use chaos to make the peoples of Gielinor tolerate each other, grow strong together, and fight side by side against this evil. I am that villain.

I suppose so. Perhaps the better solution is for Jagex to give emissaries more features or something.
Patrolling Lore FC almost makes you wish for a Great Revision.

If the benefits are the same for every faction, not sure how this helps people pay attention to the philosophy and history of their faction. If they are different, then people will pick the one that benefits them mechanically: see people who rep'd a certain god in the old days based on whether they wanted to smite people out (Saradomin) or screw rival mages (Zammy) in PvP, or all the "Zarosians" would only know and care that Azzandra gives them cool stuff (Ancient Magicks, Curses) and Zaros has something to do with it.
Heck, some people choose a faction just based on fashion sense or favorite color. It's hard to fight willful ignorance. I think there'd be a shift in overall popularity if more people paid attention to lore (which I'm for, even if some of my favorites would be the big losers).
The best way, imo, to get people to care more about their actions would be to improve the writing of the story. People get into the lore community because they value the story as a reward unto itself, so improving the writing could only expand that subgroup.

and people would join the faction with the best features, which they kinda already do with Seren and the elf city, or Zaros with the ancients, curses, abilities, nex armors, strong npcs like nex, the zaros godsword, etc.
The thing is peeps who actually care about lore and the factions are a minority, the rest don't care, I have seen peeps who joined certain factions cause they where closer to the bank like Zaros again, or I would guess godless who were right next to pop, or zammy who is next to edgy bank.

The point of giving emissaries more features (obviously the same features, not different) would be to force them into relevance; I'm assuming that part of the reason for the lack of engagement is that people just aren't aware that this aspect of the game even exists.
If it's really just 100% apathy then yes, improving the story and integrating it into gameplay more organically is the better (and more difficult) solution.
